Local censuses took place in the capital cities (St. Petersburg and Moscow), major provincial and some county-level cities. Later they pass to scientifically organized censuses that were regularly held in Moscow (1871, 1882, 1902, 1912), St. Petersburg (1862, 1863, 1864, 1869, 1881, 1890, 1900, 1910, 1915) and other cities. Almost all local censuses were timed to a specific moment, were implemented in a short time, and some - even within one day.
