Diploma Nomination: Professional Recognition

Nostrification of the diploma may not be required in only a fewexceptional cases: if the enterprise does not require confirmation of the professional qualification of the applicant or if the document on education is issued by a state that has concluded a bilateral agreement with the Russian Federation on legal assistance.
In other cases nostrification of the diploma of higher education is compulsory for all those who have received an education in foreign higher education institutions and wish to work in the Russian Federation in the specialty.
Nostrification of the diploma is carried out in one of the nostrification centers of the Russian Federation, there are only 7 of them. For example, in Moscow, the nostrification of diplomas is performed by FGNU "GlavExpertcentre"- subordinate organization of the Federal Service for Supervision in Education and Science.
It should be noted that professional recognition of diplomas of higher education in medical or pharmaceutical specialties is carried out not Rosobrnadzor, and Roszdravnadzor.
In order to pass the procedure of diploma nostrification prepare a package of documents. Such a package may be minimal orextended. An extended package of documents is usually considered faster. The minimum required package of documents for the procedure of professional recognition of the diploma includes:
- the original of the diploma with all the attachments;
- translation of the document into Russian;
- copy of the passport.
Original diploma necessarily legalized by puttingapostille or consular legalization, depending on which state the given diploma was issued. The exception is diplomas issued in states where an agreement on legal assistance has been concluded with the Russian Federation: in this case, legalization is not needed.
Translation of the diploma into Russian must be notarized and alsolegalized, except as described above. If the diploma is completely duplicated in Russian, the translation is not needed, and instead of it a notarized copy of the diploma is made (including all applications).
Usually when submitting documents for nostrification a fairly simple copy of the passport (photocopies): it is checked with the original passport on the spot or they will check the fact of issuance through the FMS. If the passport is not Russian and is not duplicated in Russian, then a notarized translation will be required.
It is important to remember that if, since the issuance of the diploma, the name of the holder of this diploma has been changed for some reason, then it is necessary to include in the package of documents for nostrification also notary copies of documents on the change of surname or the originals of these documents together with simple copies.
For an expanded package of documents, in addition to those mentioned, will also need documents on the previous education, archival information from the university, which will confirm the fact of training and the level of accreditation, copies of licensing documents.
When the necessary package of documents is collected and together with the application is submitted for consideration, nostrification of the diploma can take, on average, 38 calendar days (according to GlavExpertcentre). If, after consideration, a positive decision is taken, the holder of the diploma is given an official certificate of professional recognition of the diploma.
Nostrification of the diploma in Russia allows a specialist who received higher education abroad, confirm your high qualification and carry out professional activities in the territory of Russia in accordance with the law.
