AT 1981 year, it was decided to revert to"Summer" time, but the maternity time was not canceled. Thus and up to now, those countries of the former USSR, in which the transition to summer time is practiced, for two hours "outstrip" the standard time in summer and for an hour in winter.



The transition to summer time is annually held on the last Sunday in March and is caused, first of all, by economyelectricity. Specialists have calculated that with this simple method this savings reaches up to 2% of annual electricity consumption. However, the effectiveness of such savings is questionable ...



First, the savings of a billion and a halfkilowatt-hours in the whole state in terms of per capita is less than one dollar a year. Secondly, what still managed to "save" due to the transition to "summer" time is more than returned with the transition to the "normal" time in October, because people are forced to turn on the lighting in the evening and do not turn it off in the morning.



And, thirdly, electricity costs have long been notare calculated only by illumination. Household appliances, such as a refrigerator, a TV, a vacuum cleaner or a washing machine, humanity uses, no matter how light or dark outside the window. In addition, in large enterprises or in administrative buildings, lighting is generally included, because the area of ​​windows compared with the total area of ​​the premises is much smaller.



In addition to doubts about the economic feasibility of "transferring arrows", the transition to "summer" time causes medical concern. At healthy people of problems in connection with translationhours usually does not occur, but some people still experience some discomfort. In the period of adaptation of the organism to the "new" time, exacerbations of cardiovascular diseases, a decrease in working capacity, insomnia or, conversely, drowsiness, general deterioration of well-being or increased irritability are possible.



November 12, 2009, President of the Russian Federation Dmitry Medvedevin the Address to the Federal Assembly of the Russian Federation stated that it is necessary to consider the expediency of the transition to summer and winter time: "This applies, incidentally, and the appropriateness of the transition to summer and winter time. Here, too, you need to compare all the benefits of saving, obvious inconveniences, but you need to do it. " Immediately in the State Duma deputy of the faction "United Russia" Vasily Zakharyashchev was introduced a bill "On the transition of the Russian Federation to the world time." In this bill, it is also proposed to abolish "maternity time".


In 2010, the translation of the hands of the clock for one hour ahead will take place on March 28 at 2 am Moscow time.
